What that means for you:

• Burst speed is typically twice download speed
  For Example:

  if a 256k download account connects to a site, it starts downloading information at 512kb.If it maintains that connection for more than a few seconds, the download will decrease slowly to the base rate of 256kb that the client expects as a minimum. Over a constant flow, it will average between base and maximum speeds. The overall effect is to allow a higher rate connectivity to most web sites at double the subscribed speed, because most connections only last for a few moments.
